The Workforce Investment Board has primary responsibility for setting the strategic direction for the One-Stop System, and for ensuring that it is in alignment with State and Federal goals and principles.
To carry out this responsibility, the Workforce Investment area must have a comprehensive One-Stop Career Center that serves as the central component of the One-Stop System servicing residents and employers. ALL services are free of charge. The Camden County One-Stop Career Center is strategically located at 2600 Mt. Ephraim Ave, Suites 101-105, Camden, NJ 08104, ensuring easy access and offers a full array of services. Review of Memorandum of Understanding (MOU)
Copies of Camden, Middlesex, and Burlington County MOU’s were reviewed by the team, each member indicated likes and dislikes of each.
Members stressed the importance of the document accurately reflecting the look and feel of the One-Stop Career Center and the need to include the required language as necessary to comply with the laws; however the effectiveness of the document is not determined by its lengthy detail; instead the use of common straight forward language culminating in the development of a final document that clearly defines realistic roles and responsibilities keeping in mind the only partners compensated for their public access role is NJ Workforce and Camden County Resource Center.
The team agreed not to waste time reinventing the wheel and indicated the layout of the Middlesex document will be the new template. Decisions were made to include sections of the Burlington MOU including using the chart describing Partners, programs and site locations. Agreement was reached to include a Partner Service Delivery Matrix identify training by Core, Intensive and Training/Employer Services in a “AT a GLANCE” chart for quick reference including a short statement or bullet point of each partner role and a Glossary of Terms. Include a document “Purpose Statement”. To include a statement about Economic Development ties.

Update from Jeff Swartz and Sandi Kelly on economic development packages
The package has been completed and forwarded to the printer; a mock-up should be ready within the next few weeks.
Update from Terrance Leverett on Employment Team progress. Utilization and training of CWEP’s for telephone outreach.
The employment team is ready and waiting on the final economic development package. CWEP training has not been implemented.
Update on Career Assessment from Frank Filipek, Jr. and process for training the front desk
The final document was distributed with a consensus that it will serve One-Stop customers well. Front Desk procedures are being implemented.
Changes to Demand Occupation List. Completion of form from website.
The career assessment tool has a section that covers how to determine if a certain career is in demand or not. Everyone agreed the demand occupations should be regionalized as customers and employers do not see county boundaries as limiting access to training or working in or out of a particular county. The WIB continues to make “exceptions” when necessary to accommodate customers when necessary.
Performance & Consolidation: Review of Memorandum of Understanding (MOU)
A copy of the MOU was distributed and all agreed it is extensive and verbose. The WIB will check with other WIB’s and obtain a copy of their MOU’s for review and assistance in crafting our MOU. The WIB will email upon receipt for member review prior to the next meeting.

Swartz Welcome Jeff Swartz welcomed attendees and newly appointed committee Chair, Gregg DeBaere. Gregg thanked attendees for their participation and made round table introductions. He indicated it has been some time since the full committee met, however, he advised attendees’ subsequent meetings between the One-Stop Operator and partners have been ongoing to determine the next area of focus for the committee. He stated members agreed more involvement with One-Stop management is needed to understand the current environment and additional collaboration is necessary to reconnect with Economic Development. Economic Development Reconnection Jeff advised members that he reached out to the Freeholder Director Cappelli and Sandi Kelly, Camden County Improvement Authority and requested reinstatement of the Economic Round Table meetings which will keep partners up-to-date and abreast of economic developments in real time. This will improve service to employers and facilitate target training if necessary to meet the needs of new business development in our county and surrounding counties. Employment Team Terrance Leverett has established an Employment Team that will meet on Monday, March 29, 2010 at the NJ Workforce offices. Terrance advised members that a part time Business Service Representative, Kathy Raykovich and Senior Counselor, Cristi Connors will assist the team in developing a portfolio of services brochure package and devise a tracking template to capture the data of the efforts of the team. Frank Filipek., Jr. volunteered to update the Employer Flyer for inclusion. Pam Berman shared her experience in recruiting for housekeeping and CNA positions last November. She stated it has become very frustrating since holding a positive recruitment at the One-Stop which yielded two hires. She stated since that time she has been bombarded with phone calls from One-Stop personnel and employment seekers. She indicated she is not sure where the disconnect happened or how her name got attached to all open jobs at Cooper, but requested assistance in getting the mix up sorted out. Ms. Berman indicated she would be open to introducing the Employment Team to the other Human Resource Managers at Cooper and determine the open jobs that could be added to the One-Stop job bank. Terrance indicated he is currently working with his staff to ensure only real jobs are listed in the job bank and that he will have Ms. Berman’s name removed from any Cooper job orders still in the job bank. Terrance indicated he will use this example as a training opportunity for revamping the internal processes. Career Assessment Frank stated since the initial implementation of the Career Assessment tool it was considered to be comprehensive but confusing for staff and customers. After several years of use, last December he assembled a team of key staff to review the document and after several revisions and customer samplings the once sixty page assessment tool has been reduced to just under twenty pages. Frank and Kathy both agreed since the onset of review they have stressed the need to maintain the integrity of the tool and the core elements. Frank stated the last version is being tested on a limited customer base and after a final team review later this month, the assessment will be presented to the committee for review. Frank stated with the need to do more with less, it is necessary to provide comprehensive service in the most efficient manner and eliminating redundancy and extra paper will facilitate improved service and functionality. Additionally, the timing of the revised assessment tool will allow for inclusion on the County’s Web site due to launch early next month. This is very exciting as residents will be able to come prepared by completing the assessment tool prior to arriving at the One-Stop Career Center for services saving time for the employment counselor and customer. Operation Connect Jeff Swartz described the project as grant funded to establish satellite One-Stop offices at: U.O.S.S., Camden County College and library. These target locations were selected as off site community friendly locations based on the fact that many now seeking the services of the One-Stop live outside of Camden and find it uncomfortable or inconvenient to go to 2600 Mt. Ephraim Ave. The idea of offsite service centers was born from the fact that many successful Resource Events have been held at the County College for dislocated workers earning $50,000 or more. Sustainability is contingent on continued funding. One-Stop Operator Report orientation Ms. Mayfield stated the committee approved Orientation is being used at the Career Center and will be expanded to satellite locations. She did indicate her staff is reviewing for possible changes. A review is timely due to the current economic conditions and in the interest of serving the increased number of customers. consolidation/performance Kathy stated this is an ongoing process and should be addressed specifically in regard to the MOU. The official MOU included in the consolidation plan is outdated and does not reflect an accurate picture of who actually provides the services. With many of the listed partners not participating, it is imperative that accurate resource sharing and the fiscal responsibility associated with designated functions are established, then the MOU can be established reflecting separately the on-site and offsite partner responsibilities for effective day to day operations. At this point, Kathy suggested a review of the Operations Manual to ensure it is a reliable reference source. Other Business The county is slated to receive funding cuts that will negatively impact South Jersey Transportation Authority, who will lose the potential to leverage this funding reducing their ability to support the county’s effort in helping those most in need of transportation. A significant number of the TANF recipients without transportation will quickly lose their employment. This will force them to return back to the Department of Human Services or some other public agency for assistance, a much more costly proposition than reallocating the funding at this time. Budget Cuts The county will not receive ARRA funding to fund summer employment for youth nor will Summer H.E.A.T. (Help Employ Area Teens) It is uncertain as to the amount of funding we will receive to serve In-School and Out-Of-School youth at this time however, meetings are currently underway to discuss the Youth Request for Proposals for Youth Services. TANF funding will be reduced and GA funding is expected to be eliminated. Additional information will be shared with members once received. Next Meeting The next meeting is scheduled for Friday, April 23, 2010, 8:30 AM at the WIB office. Meeting notice and agenda will be sent prior to the meeting. Swartz Welcome Jeff Swartz welcomed attendees. Employment Facilitation Update The WIB reported on the Employer Flyer distribution thus far and the flyer has been distributed to at the Cherry Hill Chamber of Commerce luncheons, public libraries and many faith based organizations and events. The WIB’s faith based liaison will continue to distribute and monthly MAPP meetings and county events he attends. Pam Berman updated the committee on her experience at the One-Stop during her visit. Ms. Berman indicated she thought the One-Stop was a busy environment with excellent resources that could benefit Cooper University Hospital. She spoke with Jim Youst and indicated interest in holding a Positive Recruitment event at the One-Stop and learning more regarding the OJT process as well as Job Fairs. Ms. Berman stated she has worked with the One-Stop C.N.A. program previously and found that many of the referrals did not work out due to child care issues; she placed additional job orders with the One-Stop and awaits referrals to interview.
