Public Notice of PY 2011 WorkFirst Funding for General Assistance Population
The Camden County WIB has elected to exercise its 2nd Term Option, as provided in RFP 10-DHS-02, for the procurement of CWEP with Job Skills services and Clothing Assistance services for the General Assistance (GA Only) and General Assistance/Supplemental Nutrition Assistance Program (GA/SNAP) recipient population.
We are therefore recommending that the following contracts be awarded, contingent upon the receipt, allocation and insertion of NJ LWD WorkFirst funds, sufficient for this purpose:
Ø  KRA Corporation
– To provide CWEP with Job Skills Training to 27 GA/FS and 27 GA only customers.  (The initial award under the contract will be for $14,000 GA/FS and $12,000 GA Only to provide services to 7 GA/FS and & 6 GA Only customers.)

2011 WIA funding for Out-of-School Youth
 

Public Notice of PY 2011 WorkFirst Funding for TANF Population

On April 11, 2011, the Camden County WIB and Camden County released a Request for Proposals packet:
·        
11-DHS-01 – Requesting CWEP with Job Skills services, Open-Entry CWEP with Job Skills services, and Clothing Assistance services for recipients of Temporary Assistance for Needy Families (TANF).
Bidders Conference was held for the set of bid specifications on April 18, 2011.
Proposals were received at the WIB office on May 3, 2011.  Fifteen (15) proposals were received – (1) for Clothing Assistance services; (10) for CWEP with Job Skills; and (4) for Open-Entry CWEP with Job Skills services.  The WIB staff did an initial review of each proposal to ensure all the requirements were met. 
A review committee was appointed, consisting of Nidia Sinclair and Danielle Rodgers (Camden County Resource Center); Cheryl Behnett Ali, Dyon Draft, Michaela Jones-Benjamin and Darrell Crone (Camden County Board of Social Services); Deborah Dennis and Don Simeone (NJ DOL Employment Service); Elizabeth Guzman and Patricia Smith (DVRS); Terri Ballard, Debbie Wolk, Tiffany Pressley, Janice Bryant, Barbara Pape and Aaron Cream (Fiscal); and Dale Keith (SCUCS, Inc.).  All committee members have been and remain intimately familiar with the need for these services, and all committee members determined that none were in any conflict or potential conflict of interest as defined the Local Government Ethics Law.
The specifications set forth various expectations of the County, and included evaluation criteria upon which the vendors knew they would be judged. These included program design criteria, management criteria, and cost criteria. The methodology included a point computation and was established so as to not unfairly or illegally discriminate against or exclude otherwise capable vendors.
Review teams met, beginning on May 4, 2011 and did complete reviews of each of the proposals.  Each proposal was reviewed by two team members, and the scores were averaged to produce a final proposal score.
The following tables show the vendors who submitted proposals for each of the requests for proposals and the scores, ranked by component.

W.O.T.S. Literacy Center is not recommended for funding since that proposal scored below 50% in one or more categories, per RFP dictate.

Women of Hope Resource Center and Center for Family Services are currently not listed on the New Jersey Eligible Training Providers List (ETPL) and therefore are not eligible for funding pursuant to RFP 11-DHS-01. However, the WIB reserves the right to award a contract to these agencies at a later date, contingent upon their obtaining ETPL listings.

Notice is hereby given that the Camden County Workforce Investment Board (CCWIB) is requesting proposals for Provision of Youth Services for Out-of-School Camden County youth from July 1, 2010 thru June 30, 2013 (10-YS-01).  Copies of the Request for Proposals (RFP) are available at the CCWIB office, 420 Benigno Boulevard, Suite B, Bellmawr, New Jersey 08031. Electronic copies of the RFP are available upon request.  For additional information, contact the CCWIB office at 856-931-9999.

 
Proposals must be submitted to the CCWIB office, 420 Benigno Boulevard, Suite B, Bellmawr, New Jersey 08031.  Proposals are scheduled to be opened on Wednesday, May 26, 2010 at 12:00 Noon.  Any proposals received after said opening, whether by mail or otherwise, will be returned unopened.  No proposals will be accepted after the above referenced date and time.  Proposals must be submitted in sealed envelopes with the name of the RFP clearly marked on the outside of the envelope.  Proposals may not be e-mailed, faxed or transmitted over the telephone.
 It is recommended that each proposal be hand delivered to the CCWIB office.  The CCWIB assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the CCWIB office later than the above-referenced scheduled opening.
 All proposers are strongly urged to attend a pre-proposal conference to be held at the Camden County One-Stop, 2600 Mt. Ephraim Avenue, Suite 105, Camden, New Jersey 08104 on Wednesday, May 5, 2010, at 1:00 P.M. 
 Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.  All responsible firms are encouraged to submit proposals. 
 The CCWIB reserves the right to accept or reject any or all proposals submitted in the best interest of the CCWIB and the CCWIB further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the CCWIB. 
 Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31.
This Request for Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the CCWIB may choose contractor(s) that best meet(s) the CCWIB’s needs.  It is the CCWIB’s intent that no statutory, regulatory, or common law bidding requirement apply to this Request for Proposals.  The County of Camden intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).

Proposals must be submitted to the CCWIB office, 420 Benigno Boulevard, Bellmawr, New Jersey 08031.  Proposals are scheduled to be opened on Friday, April 30, 2010 at 12:00 Noon.  Any proposals received after said opening, whether by mail or otherwise will be returned unopened.  No proposals will be accepted after the above referenced date and time.  Proposals must be submitted in sealed envelopes with the name of the RFP clearly marked on the outside of the envelope.  Proposals may not be e-mailed, faxed or transmitted over the telephone.
It is recommended that each proposal be hand delivered to the CCWIB office.  The CCWIB assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the CCWIB office later than the above-referenced scheduled opening.
All proposers are strongly urged to attend a pre-proposal conference to be held at the Camden County One-Stop, 2600 Mt. Ephraim Avenue, Suite 105, Auditorium, Camden, New Jersey 08104 on Monday, April 12, 2010 at 1:00 P.M. 
Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.  All responsible firms are encouraged to submit proposals. 
The CCWIB reserves the right to accept or reject any or all proposals submitted in the best interest of the CCWIB and the CCWIB further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the CCWIB. 
Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31.
This Request For Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the CCWIB may choose contractor(s) that best meet(s) the CCWIB’s needs.  It is the CCWIB’s intent that no statutory, regulatory, or common law bidding requirement apply to this Request for Proposals.  The County of Camden intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).
