PUBLIC NOTICE
Effective June 1, 2010 the Camden County Workforce Investment Board will begin placing all of its legal advertising in the Courier Post.




2010-2011 Workfirst NJ Funds
On April 1, 2010, the Camden County WIB and Camden County released a Request for Proposals packet:
10-DHS-01 – Requesting CWEP with Job Skills services, Open-Entry CWEP with Job Skills services,
and Clothing Assistance services.
Bidders Conference was held for the set of bid specifications on April 12, 2010.
Proposals were received at the WIB office on April 30, 2010.  Fifteen (15) proposals were received – (1) for Clothing Assistance services; (10) for CWEP with Job Skills; and (4) for Open-Entry CWEP with Job Skills services.  The WIB staff did an initial review of each proposal to ensure all the requirements were met.  An additional proposal was received by KRA Corporation after the 12 noon deadline and was returned, unopened, per RFP dictate.
A review committee was appointed, consisting of Nidia Sinclair, Jyi Peterson and Danielle Rodgers (Camden County One-Stop); Cheryl Behnett Ali, Carolyn Demo-Janowiak and Darrell Crone (Camden County Board of Social Services); Deborah Dennis and Don Simeone (NJ DOL Employment Service);  Elizabeth Guzman and Patricia Smith (DVRS); Janice Bryant, Barbara Pape and Aaron Cream (Fiscal); and Robert Weil (Connor Strong).  All committee members have been and remain intimately familiar with the need for these services, and all committee members determined that none were in any conflict or potential conflict of interest as defined the Local Government Ethics Law.
The specifications set forth various expectations of the County, and included evaluation criteria upon which the vendors knew they would be judged. These included program design criteria, management criteria, and cost criteria. The methodology included a point computation and was established so as to not unfairly or illegally discriminate against or exclude otherwise capable vendors.
Review teams met on May 3, 2010 and did complete reviews of each of the proposals.  Each proposal was reviewed by two team members, and the scores were averaged to produce a final proposal score.
The following tables show the vendors who submitted proposals for each of the requests for proposals and the scores.

Mid-Atlantic States Career Education Center (CWEP with Job Skills), HFC (Open Entry CWEP) & OEO (CWEP with Job Skills) are not recommended for funding since those proposals scored below 50% in one or more categories, per RFP dictate.
LTC (CWEP with Job Skills) cannot be funded since the proposed program called for CWEP placement at for-profit agencies, in contravention of RFP dictate.
We are recommending the following contracts be awarded, contingent upon the receipt of NJ LWD WorkFirst allocations, sufficient for this purpose:
Genesis School of Business – To provide CWEP with Job Skills Training to 73 TANF customers.  (The initial award under the contract will be for $54,750 to provide services to 18 customers.)
Address:  1000 Atlantic Avenue 5th Floor, Camden, NJ 08103
Contract Dates:  July 1, 2010 through June 30, 2011
Funding:  $219,000 Workfirst NJ funds
Performance Benchmarks: per the RFP
Center for Family Services – To provide CWEP with Job Skills Training to 13 TANF customers.  (The initial award under the contract will be for $9,750 to provide services to 3 customers.)
Address:  584 Benson Street, Camden, NJ 08103
Contract Dates:  July 1, 2010 through June 30, 2011
Funding:  $39,000 Workfirst NJ funds
Performance Benchmarks: per the RFP
Hispanic Family Center of SNJ – To provide CWEP with Job Skills Training to 44 TANF customers.  (The initial award under the contract will be for $33,000 to provide services to 11 customers.)

Contract Dates:  July 1, 2010 through June 30, 2011
Funding:  $132,000 Workfirst NJ funds

Request for Proposals – WIA Funds

On April 27, 2010, the Camden County WIB and Camden County released a
Request for Proposals packet:
·         10-YS-01 – Requesting proposals for Out-of-School Youth services.

Proposals were received at the WIB office on May 21, 2010.  Three (3) proposals were
received.  The WIB staff did an initial review of each proposal to ensure all the
requirements were met.

evaluation criteria upon which the vendors knew they would be judged. These
included program design criteria, management criteria, and cost criteria.
The methodology included a point computation and was established so

Each proposal was reviewed by two team members, and the scores
were averaged (to nearest whole number) to produce a final proposal score.

Notice is hereby given that the Camden County Workforce Investment Board (CCWIB) is requesting proposals for Provision of Youth Services for Out-of-School Camden County youth from July 1, 2010 thru June 30, 2013 (10-YS-01).  Copies of the Request for Proposals (RFP) are available at the CCWIB office, 420 Benigno Boulevard, Suite B, Bellmawr, New Jersey 08031. Proposals must be submitted to the CCWIB office, 420 Benigno Boulevard, Suite B, Bellmawr, New Jersey 08031.  Proposals are scheduled to be opened on Wednesday, May 26, 2010 at 12:00 Noon.  Any proposals received after said opening, whether by mail or otherwise, will be returned unopened.  No proposals will be accepted after the above referenced date and time.  Proposals must be submitted in sealed envelopes with the name of the RFP clearly marked on the outside of the envelope.  Proposals may not be e-mailed, faxed or transmitted over the telephone.
 It is recommended that each proposal be hand delivered to the CCWIB office.  The CCWIB assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the CCWIB office later than the above-referenced scheduled opening.
 All proposers are strongly urged to attend a pre-proposal conference to be held at the Camden County One-Stop, 2600 Mt. Ephraim Avenue, Suite 105, Camden, New Jersey 08104 on Wednesday, May 5, 2010, at 1:00 P.M. 
 Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.  All responsible firms are encouraged to submit proposals. 
 The CCWIB reserves the right to accept or reject any or all proposals submitted in the best interest of the CCWIB and the CCWIB further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the CCWIB. 
 Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31.
