Opening Remarks

Carla Janoff, WIB Vice-Chair welcomed attendees and explained she would be leading the meeting for Chair, Janet Moran who was unavailable to attend.  Carla introduced Assistant Commissioner Mary Ellen Clark.

Mary Ellen assumed the position as Assistant Commissioner for Workforce Development in August 2010.  Ms. Clark leads a staff of more than 600 people dedicated to providing employment-related services to employers and jobseekers, and she works to maintain and strengthen the partnerships that comprise New Jersey’s workforce development system.

Ms. Clark possess more than 26 years of experience in the information technology industry, serving as a director in the global program management group of Johnson and Johnson’s Information Technology Services division.  She spent a number of years working in the pharmaceutical, forest products and agrichemicals industries, as well as consulting and teaching. She holds an M.S. in Management Systems Analysis, a certificate in Non-Profit Executive Leadership, a technical certificate in computer programming as well as a B.A. with general honors in music education from Douglass College.

Mary Ellen Clark Presentation

Assistant Commissioner Clark, a native “Jersey Girl” expressed her pleasure in coming to the southern part of the state for our annual meeting.  Mary Ellen explained Camden is a favorite WIB to visit because we exemplify the concept of team work. She cited our Employer Empowerment Conference, Youth Fairs, and our Business Services Team that create the template of best practices replicated within the state.

Assistant Commissioner Clark described her position as exciting and challenging with the recent retirement of more than 100 state employees.  She indicated she works diligently to strengthen partnerships by working with local and state staff, providing resources such as regional training sessions that allow employees to gain the proper tools to deliver services seamlessly. Local and state employee roles and responsibilities are being clearly defined allowing for transparency in the delivery of services.  She discussed an exciting software tool, “Burning Glass” that will assist job seekers in building a winning resume and provide an opportunity to create a descriptive and professional resume suited to be competitive in the marketplace. She said that the average time spent job searching is reported to be just 70 minutes per day, and statistics show that the people who get the best jobs are the ones who spend more than this limited amount of time job searching. They tend to obtain the most interviews, leading to the best chance of obtaining employment. She further explained that a proactive approach is necessary and that networking is often the key.

Other state initiatives in Camden County include NEG (National Emergency Grants) which assist workers in the Financial, Pharmaceutical, and Municipal sectors and Customized Training Grants, (Camden received 16 grants resulting in 151 jobs).

Another resource provided by the state is going to allow counties to rollover unused literacy funding for use in the current year and the employer wage match requirement has been eliminated making it very attractive for employers to participate in the program.

Assistant Commissioner Clark advised attendees of the state’s new website, Jobs4Jersey.com, she expressed her commitment to Building Bridges, and stated she welcomes feedback.  A brief Question and Answer session followed.
